Financial guarantee in Ukraine.

According to the Resolution of the Cabinet of Ministers of Ukraine dated October 4, 1996, No 1216, the State Customs Service of Ukraine mandates carriers, senders, consigners, or third parties to provide cash deposits for the transit carriage of excisable and other types of goods through Ukraine.

Financial guarantees to the customs authorities of Ukraine are established by insuring the carrier’s financial responsibility for delivering goods to the customs destination. This spares our clients from the need to tie up significant funds, as they only need to account for the insurance payment and commission remuneration on our account.

The cost of providing a financial guarantee varies depending on the type of goods, their value, and quantity.

We offer the flexibility to arrange a financial guarantee any day of the week, including weekends and holidays (preferably by prior agreement). In urgent cases, when railway cars or trucks are idle at the Ukrainian border points, we can swiftly transmit a confirmation of the guarantee to the entry customs point in Ukraine within 1-1.5 hours. This efficient process helps minimize potential losses associated with transport downtime.

Here is a list of some goods for which a financial guarantee is most frequently issued:

  • Beer and alcoholic beverages
  • Means of transport
  • Raw tobacco, tobacco waste, cigarettes, tobacco
  • Petroleum products
  • Medicines
  • Equipment
  • Loads as per order no 396 of the State Customs Service of Ukraine.

When facilitating a financial guarantee, we typically request the following information from the client:

  • Name of the cargo with indication of product codes (HS or NHM code)
  • Invoice value of the cargo
  • Country and city of the sender
  • Country and city of destination
  • Customs entry and exit to/from Ukraine
  • Quantity of goods
  • Alcohol content in % (only for alcoholic products)
  • Vehicle type (car or railway wagon)
  • Vehicle number
  • Full name of the driver, passport data (only in the case of transport by road).
